You can't take a test with a sledgehammer
Then pretend there is no effort
Yes, princes in the Holy Roman Empire could fight each other and so can we.
I think so. Ask the ones running the map, such as the guy who has the factbook.

Background Information
The World Assembly is the world’s governing body that passes legislation within the assembly. Encompassing the World Assembly’s entire membership body of 21,574 member nations and 1,133 Regional Delegates, the General Assembly represents each nation within the international organization. Acting as the primary legislative structure within the organization, the majority of resolutions are voted on inside the General Assembly; these decisions are made by at least a two-thirds vote. Each nation holds one vote, with each being equal to one another. The WA Security Council is in charge of passing legislation that will maintain peace and tranquility in the International Community whether it means at the hands of words with condemnations and commendations or force with liberations. Once a law is passed, it must be followed.
ONPP
One-Nation-Per-Player is the rule that each player that is involved in the World Assembly can only have one nation in. The reason behind this is likely to prevent fabricated voting. If one goes over these rules and submits a second WA nation in anyway, then this might result in both of their nations being kicked out of the World Assembly, and if they are a repeat offender, this will likely call for deletion.
Endorsements
Endorsements can only come from World Assembly nations of your region, and they increase your influence within your region, which influences your voice at the table and makes your regional voices stronger in the chamber. The best part, however, is that the nations with the most endorsements become the WA delegate of their region.
Legal vs Illegal
Everything that goes through the World Assembly must be via form of laws that apply to only WA member nations. If you try to enact a legal international precedent to every nation in the world, it would be considered metagaming and illegal. You also must write it in the form of background information in preambulatory clauses and laws in operative clauses and not opinions. When you are referring to nations within condemnations, you must use the nation’s name or basic pronouns of a nation, and not the pronouns of the player.

When writing a proposal for the Security Council, you must select one of these three different topics for the proposal to see if your idea fits into the box of it. You can recognize a nation for their contributions with commendations, condemn a nation for unjust actions with condemnation, or liberate a region with liberation.
