We the People of The Wolf Clan do declare a region that is accepting of all nations seen fit in the eyes of the Eternal Emperor, Alpha wolf. We dedicate ourselves to the proposition that all nations have an equal voice that pertains not to their size nor creed, and that one nation does not always hold all the answers; that we must move together in hand-in-hand to weather whatever may be thrown at us. Henceforth, the Second Constitution is hereby rendered null and void.

1. The Eternal Emperor, Alphonse Heinrich von Wolfhart II, shall serve as the Head of State and Government of The Wolf Clan. They are the source of all executive, legislative and judicial authority and as such can exercise said authority however they deem necessary, including the right to be exempt from having judicial proceedings levied against them. For clarity, the term "Emperor" is the in-region term used to describe the Founder. The use of the term "Founder" (as well as "Seated Founder") will be made redundant upon the passing of this constitution.

2. The Imperial Family will consist of persons appointed by the Eternal Emperor and the Tribunal at their discretion, its members being those who have the full trust of the Eternal Emperor. Its collective responsibility is to advise or assist the Eternal Emperor in his imperial and noble duties, whether it be military, domestic, or other matters that are relevant to the state.

3. The Imperial Chancellor is the democratically elected Head of State and Government and as such is the primary public figure of the The Wolf Clan. As an Executive Officer, the Imperial Chancellor has similar authorities to the Emperor. However, in practice, these are undertaken by the Imperial Chancellor as the elected half of the Executive. For clarity, the term "Imperial Chancellor" is the in-region term used to describe the highest elected office in the region.

I | Powers and Responsibilities
The powers and responsibilities afforded to the holder of the Office of the Imperial Chancellor are as follows;

• The power to appoint and dismiss members of the Eternal Council.

• The privilege to serve as the region's Chief Executive Officer in Foreign Affairs.

• The privilege to serve at the behest of the Emperor and the Imperial Family.

• The power to convene and dissolve committees, or delegate the ability to do so to the relevant Councilors.

• The power to enact executive orders.

• The power to suppress posts on the Regional Message Board, if necessary.

• The power to declare a state of emergency.

• The responsibility to execute the duties of their office with integrity.

The Eternal Council is the body of Regional Officers; persons appointed by the Imperial Chancellor with the advice and consent of the Emperor if appropriate. Members of the Eternal Council are collectively the overseers of Ministries within the regional government, individually referred to as a "Sir/Madam Minister,", who in turn can appoint Directors of Departments within their Ministry if applicable, so as to delegate their responsibilities. If the Imperial Chancellor so chooses, one person may hold more than one office at any given time, or may even appoint themselves to a Department. The addition of more ministries requires an Amendment. The Ministers and their roles are detailed as follows:

The Minister of Justice is the head of the Ministry of Justice and its subsequent branch, the Department of Imperial Intelligence. The Minister of Justice is the senior advisor to the Eternal Emperor, Imperial Family, and Imperial Chancellor on all matters in the pursuit of justice and equality.
Powers and Responsibilities

• The power to question any individual within The Wolf Clan and Her Territories.

• The power to not be hindered in any investigation, whether it be domestic or foreign.

• The power to form and appoint agents of the clandestine Imperial Intelligence Bureau (IIB).

• The responsibility to inform and advise the Emperor on matters pertaining to happenings worldwide.

• The privilege to serve and protect His Imperial Highness, The Wolf Clan, and Her People.
  

II | Liaison to the World Assembly | Current Holder: Hipsters with airpods
The Liaison to the World Assembly shall sit on the Eternal Council, and votes in the World Assembly on behalf of The Wolf Clan.

Powers and Responsibilities

• The responsibility to formulate policy.

• The power to vote in the World Assembly on behalf of the Eternal Emperor.

• The responsibility to inform the general public on matters of the World Assembly.

• The privilege to serve as the global representative of The Wolf Clan.
  

III | Imperial Minister of Interior | Current Holder: The United Kingdom of Odin-land
The Minister of interior is the executive head of the Ministry of Interior and is the senior advisor to the Eternal Emperor on Domestic Policy.

Powers and Responsibilities

• The power to direct the internal governance of the Ministry of Interior and execute Domestic Policy.

• The power to initiate Regional Programs, at the discretion of the Imperial Chancellor, or upon the direction of popular support.

• The responsibility to liaison between the community and the rest of the Eternal Council.

• The responsibility to formulate and execute a recruitment policy.

• The responsibility to welcome and integrate new members into the community.
  

IV | Imperial Minister of Culture | Current Holder: The united federation of amestris
The Minister of Culture is the executive head of the Ministry of Culture and is the senior advisor to the Eternal Emperor on all matters cultural.

Powers and Responsibilities

• The power to engage regional events.

• The power to direct the internal governance of regional polls, and the execution thereof.

• The responsibility to inform and advise the Eternal Emperor on community involvement.

• The responsibility to maintain positive relations with Regional Officers and citizens of the Crown.

• The responsibility to inform the Community of matters pertaining to regional events.

• The responsibility to develop long term growth strategies for the region.

• The responsibility to develop short term growth strategies for the region.

• The power to create and enforce initiatives regarding regional growth/development.
  

V | Imperial Minister of Intelligence | Current Holder: Odinburgh
The Minister of Intelligence holds the highest place in the hierarchy of His Majesty's colonies, and is to be appointed only at the discretion of the Imperial Chancellor. The role of the Minister of Intelligence is to represent the Eternal Emperor throughout the globe, and holds the following powers and responsibilities:

• The power to form and recruit members of the Imperial Police.

• The power to question any individual, citizen or not.

• The responsibility to defend The Wolf Clan.

SECTION II | the Authority of the Eternal Council
Each member of the Eternal Council (Regional Officer) is afforded certain Officer Authorities to correspond with their responsibilities. This list outlines the Base Authorities of the respective officers, but the Eternal Emperor may grant them further powers - but no less than what is hereby afforded to them. The Wolf Clan prides itself on being a sacrosanct community built on equality and justice. The Imperial Charter explicitly lists the rights and freedoms of member states of the region, which allow for it to remain a beacon of freedom, and allow for liberty to ring true. These are ideals that it will commit to, regardless of who or what stands in opposition to them.

(In order to give a wide berth, The Wolf Clan allows for freedom of speech and expression, so long as it does not go against NS Site Rules or Imperial Canon.)

• The right to Freedom of Speech.

• The right to Freedom of Expression.

• The right to vote in elections.

• The right to freely participate in Regional Events.

• The right to be informed of Regional Activities.

• The right to question the government.

• The right to pen bills and other legislation.

• The freedom to leave the region.

• The freedom to post on the RMB.

• The freedom to partake in polls.

• The right to serve the Eternal Emperor to the best of his/her ability.

• The right to a public trial.

• The right to the presumption of innocence until proven otherwise at trial.

• The right to present a defense.

• The right to refuse to testify against oneself.

• The right to be informed of charges brought against oneself.

(1) Legislative Authority shall be invested in the Eternal Emperor, but delegated to and exercised by the Imperial Senate and the Tribunal.
(2) The Imperial Senate shall consist of 5 Senators from The Wolf Clan, with one representative from each Sovereign State.
(3) Members of the Tribunal may not also sit on the Imperial Senate.
(3.1) Abdication of noble title is allowed if the individual wishes to serve in the Imperial Senate.

(4) Justices of the Imperial Chamber Court may serve in the Imperial Senate and/or the Tribunal.
(5) Sessions of the Imperial Senate may be called whenever necessary, and shall last 1 week.
(6) The Eternal Emperor and Imperial Family may sit on both the Imperial Senate and the Tribunal.

(6.1) The exact size of the Tribunal is to be decided by the Crown Prince.
(6.2) The Imperial Chancellor maintains and operates the Senate, and calls it to session.
(6.2.1) The Imperial Senate may be called to session at any time at the behest of the Emperor.
(6.2.2) The Imperial Chancellor shall not forfeit their vote, and may debate freely.

(6.3) The Tribunal shall have the following powers:

(6.3.1) The power to draft, amend, and vote upon bills and Acts of the Crown after they are passed in the Imperial Senate,
(6.3.2) The power to review, amend, and vote upon bills sent from the lower house,
(6.3.3) The power to summon any member of the region for questioning,
(6.3.4) The power to grant or revoke titles with a simple majority vote.
(6.3.5) The power to be immune from tax, and from judicial persecution at the behest of the Eternal Emperor,
(6.3.6) To remove members of nobility via a simple majority vote.

(7) Members of the Tribunal shall keep their titles for life.

(7.1) Peasants shall not be allowed to view or take part in the Tribunal.
(7.2) Anyone convicted or tried of a high crime may not serve in the Imperial Tribunal.
(7.3) The Imperial Senate shall have the following powers:
(7.3.1) The power to draft, amend, and vote upon bills and Acts of the Crown,
(7.3.2) The power to review, amend, and vote upon bills,
(7.3.3) The privilege to be elected to office,
(7.3.4) The privilege to serve the Imperial Chancellor.
(7.3.5) The power to amend the constitution with a 3/4 vote,
(7.3.6) To remove members of their own rank via a simple majority vote.
