I am quite new to the region, having come back from CTE. The Forest Keeper seems to be a very influential leadership position with the flexibility to define the role beyond the basic expectations lined out in the regional legislation. Having read a few campaign dispatches, I think whoever wins will be dedicated and competent within the role.

Trawling through the RMB for responses can be pretty exhausting though, given the high traffic (the highest I've seen! I'd only ever been in Haiku and some other close-knit regions before coming to Forest).

Also, it's my opinion that Forest should not refound, for reasons repeated by others before me.

Good luck all who are running!

This.

Would also be helpful if someone could outline exactly what the keeper does, particularly versus the delegate and founder, if refounded.

So I created this post saying "Posting to show that I'm answering this - I'll edit with the actual answer" with the intention of typing out an explanation of the role of the Forest Keeper. Then I took an urgent phone call and when I came back it had 8 likes, so I'm feeling pressure of expectation now.

Anyway, I found the account Love and Nature referred to, for which I can claim no credit. It belongs to Difinbelk.

Current Policies of Forest Keeper Candidates (updated 30/03/21, 16:25)
Editor's notes and corrections marked in underline. direct quotes italicized, candidates' policies indented, but general stances aren't.

The Cypher Nine:

Would work to protect[...] Forest's legacy without refounding, making only the changes necessary to preserve the Region.
Would separate the WA Delegate's duties, establishing a Homeland Security Officer (HSO) to monitor and report [...] CTE's, and incoming or departing nations. The HSO would also monitor endorsement counts on a regular basis to help prevent Delegacy-stealing, and periodically publish the data similarly to the existing Greenness Index.
May institute near-maximum (85% or 90%) endorsement caps.
Would consult the region, the WA Delegate, and the Security Minister in developing policy to improve transparency and connection.
Would grant Cabinet members a lot of freedom in creating new initiatives or changing initiatives within their purview [...] to prevent stagnation
Would entertain discussion about how the Forest government could work during elections moving forward.
Pledged to rely heavily on the support of his cabinet

Has expressed ambivalence about refounding Forest, but wouldn't oppose it if it were supported by the WA Delegate, Forest Keeper or regional government members, and Forest residents.
Believes in devolution of government.

Roless:

Would establish an Event Coordinator to organize and execute intra- and inter-regional competitions.
Would establish not particularly strict endorsement caps. (to prioritize the Delegacy over the larger region in the event of a successful raid.)
Would amend the Constitution to allow the democratic impeachment of any member of the cabinet.
Would establish a Border Guard to monitor entrants [...] [and] investigate members, especially new, who gain endorsements very quickly. The Guard would also have the power to eject such nations, although banjecting them would require approval from either the forest keeper or the delegate, as a check.
Would establish an Errinundera Memorial Competition in addition to his other competitive proposals.

Atsvea:

Would further democratize legislating through regular consultation with residents in addition to polling.

Supports opening the region to everyone, regardless of identity or belief and without elitism, as long as the entrants remain well-behaved.

Jutsa:

Would implement a carbon tax, ban multiple pollutant (-adjacent) items and actions, and create a Forest Patrol to enforce compliance.
Would fight anti-environmentalism by forcing influential nations, to significantly undo[...] the en masse ecological harm they have caused to the region.
Would fight corruption by berating politicians suspected of fudging their world census statistics, and impeach and disbar politicians suspected of foul play.
Would create Founders Day 2.0, a night of poll-mandated alcohol, [...] documentaries, and gaming to commemorate Errinundera's CTE. Would also revive the tradition of Founders Day 1.0.
Would donate $500 IRL to a poll-mandated charity.

Supports the candidacy of joke candidates.
Supports open debate about policies before their implementation, and the ability to impeach any cabinet member
Supports expansion of the regional government to oversee currently-unregulated functions (events, RMB, media, etc.)

Chan island:
Would transition Forest into the haunted undead region it must become.
Would turn[...] raiders into skeletons and added to my undead army, presumably supportive of R/D.
Would secure the region's future by murdering and resurrecting the Constitution, hopefully dissuading new entries due to the curses and evil permeating everything.
Would slaughter the region and resurrect everyone as ghoulish undead [...] with[...] democratic consent.
Would decorate the Constitution with skulls [and] an undead eldritch horror.

Would promote greater interconnection between regional WA members.
Would entertain discussions about, and work to implement endorsement caps.
Would pursue diplomatic relations with other defender regions, although formal alliances wouldn't be formed unless circumstances change to demand them.
Would establish a pair of Forest Rangers, whose only powers would be ejecting suspect or hostile nations [...] at the request of the rest of the government. Misuse of these powers, as judged by a public debate or administration investigation, would result in their impeachment.
Would expand the Office of the Cartographer, to improve RP and attract new members.
Would introduce a campaign to promote members' irl efforts to combat climate change.
Would launch a flag contest to commemorate the new era, and define the new symbol for the region's new founderless future.

Would be willing to serve the interests of the region [over] their own preferences
Opposes refounding Forest, but wouldn't challenge a democratic mandate.

Lord Dominator:

Would continue the excellent administration procedures started by previous administrations, specifically the Transparency Reports and the general structure of the government.
Would establish a festival in honor of Errinundera, and democratize the creation of festivals.
    Would institute endorsement caps
Would reform the military [...] to allow for straight mutual-defense treaties, and work with other regions when necessary to protect Forest.'
Would grant the Delegacy executive control over elections pursuant to the [...] Forest Keeper, even if Errinundera refounded.

Committed to obeying democratic mandate.
Vaguely active raider, but has pledged to not use Forest for offensive raids, and sacrifice their ... positions in [the Black Hawks] if necessary to save Forest.
Supports endorsement trading / high endorsement capping (to protect the region at large over the Delegacy)

Hommeres:

Pledged to treat incoming telegrams as real issues

Outer Bele Levy Epies:

Dark kreston:

Theenvironment:

Anti-humanism: Resigned
Would eject, by poll's mandate, some of the more, unwanted, characters on this region. [...] (low rights, bad environments, actual Nazis, etc.)
Would work solely as an executor of laws decided democratically with the ... poll system.

If any candidates want to change their classifications, introductions, or policy summaries, shoot me a telegram w/ the corrections.

Read dispatch

It's not my place to update this, so I'll let it stand as it is.

What I was going to say in answer to Bananaistan is that the Forest Keeper is the region's chief executive and for most purposes its final authority. All other ministerial positions are appointed and dismissed at their request, and they also determine the number of positions and their responsibilities. This means that no other government position is certain to exist, and by that logic in terms of the constitution the Forest Keeper is the government.

As for how this ties in with the delegate role, that will be up for review during the term of the next government. Ruinenlust has stepped into the old founder's role and executive control makes him the final authority in terms of game mechanics if not democratic legitimacy. He has an absolute veto over nearly everything but, like the paradox of the British monarchy, such powers are viable only on the understanding they will be used extremely sparingly. Expect constitutional changes in the next term to provide a clearer answer to this question.

I think someone already had a list of questions and answers but it has drown already over here. Might have been Uan aa Boa or someone else, don't remember anymore. But if Uan does it and keeps it fairly updated maybe it can be put to "World Factbook Entry" list for everyone to see.

In this contest to see who will be the next Forest Keeper, Chan Island [TM]'s campaign team has done some digging and found, once again, that Chan Island is obviously the most fit individual for the role! With the following revelations, the trees will have no choice but to literally vote for the axe!

Consider just how spectacularly fit, oops, I mean, unfit, the other candidates are for office!

Anti-humanism: The fact that they have officially withdrawn their candidacy is secondary to the other, bigger scandal surrounding them; their explicit stance of being anti-human! So far that they'd even put it as their name! Humans account for over 7 billion skeletons in the world today, and are the primary origin story of many upstanding undead beings. While undead horrors are obviously superior, we would be remiss to so callously forget our roots and hate from where we were simply because of what we've become.

Roless: This nation may seem innocent, but their role in the stealing of the 's' from 'Roll', formerly known as 'Rolls', is full of holes. It bowls us over how this rogue can get away with it!

Outer Bele Levy Epies: I'm sorry, but Inner Bele Levy Epies is just cooler. Why would Forest vote for the obviously worse version?

Hommeres: We were actually quite optimistic about this candidate. Their name reminded us of Homer, the ancient greek writer, and we cannot fault that association. But then, horror of horrors! He wrote about Latin in the RMB post! How could we have been so blind? Latin was the language of the Romans, a people group who had an origin story for themselves that they were the fleeing remnants of Troy, a city-state that fought a war against the very greeks that Homer was writing about. The writer, Homer, would never have approved, and neither can we of this impostor!

The Cypher Nine: Look, we at the Chan Island propaganda department can appreciate a good thing. The 2003 movie, Cypher, seems to be a decent enough film with an interesting plot. But that doesn't mean it should have 9 sequels! Gosh, where even could the story go after those first 4 unnecessary films, never mind the rest of them. Forest must take a stand against bad sequels* destroying creativity and entertainment!

*Except Cypher Twenty-Six, which was robbed of its Oscars, fight me.

Lord Dominator: Do we even have to explain this one? In 2016 the daring reporters of the Disney Channel filmed Lord Dominator, verbatim, singing to dozens of the galaxy's most brutal villains about how they were the bad guy.* Can we really trust somebody who clearly takes pleasure in being a dastardly bad guy, with a self-confessed weakness for barrenness and bleakness? A type totally different from the barrenness and bleakness I'm promising to boot! Never!

*source: https://www.youtube.com/watch?v=xdEo_t-iVbM

Atsvea: This nation chooses to fly a flag of solar panels on the ground. This is clearly very offensive and exclusive to the many millions of solar panels that serve their vital role on the rooftops of homes, businesses and other buildings. While all solar panels will be obsolete in the undead empire as the eternal darkness will make them useless, at least be inclusive if you're going to be masquerading as friendly to them!

Jutsa: Is Jutsa terrible candidate. Jutsa the worst.

Dark kreston: Hey, I'm looking for Kreston but, oh, we can't see, because it's all dark! How can we possibly trust a candidate who must be secretly trying to plunge us all into unending night without first granting us the immunity of undeath?

Theenvironment: The environment surrounds us all, taking us into its warm embrace and providing us with too many benefits to list. But that doesn't mean we should be voting for it! In fact, we at the Chan Island propaganda department must ask how this individual will be able to handle the pressures of office while already so busy with their numerous other tasks as being the environment?! Will the environment be neglecting tree growth just so that they can do the duties of the Forest Keeper? That is unacceptable, and such behaviour should not be rewarded.

So, as you can see, all of my rivals for the coveted position of the Forest Keeper are clearly unsuited to the role. By process of elimination, you should now be seeing that Chan Island, the guy promising to end you and turn you into a shambling moaning corpse, is the natural fit for eternal undead necromancer lord- um, I mean, Forest Keeper.

Lord Dominator wrote:The first point I wouldn’t consider a violation of The Forest Way as it is, just an enhancement of our own ability to defend ourselves and our allies. On the second, while actively working with defenders (though admittedly I believe the process is closer to them just making sure the appropriate regional authorities are aware they’ve placed them in) is perhaps against the general spirit, I believe that pre-emptive defense of the region in a non-noticeable way is worth it (and in my opinion, not a violation of the broader spirit). In short, I don’t consider enhancing our own defenses and potentially those of close allies to be a violation of the general spirit of the region.

It's not so much enhancing our regional defenses that I take issue with (others have suggested endorsement caps, the creation of a security-based government position, encouraging cross-endorsing and so on) but I personally draw the line at military operation within the region. If "work with outside defenders as needed to allow for future security and protection" does indeed refer to us permitting defender sleeper agents to join Forest I might be okay with that pending further discussion on the topic.

This idea of "loosening the constitutional rules on military activities" is more concerning for me. Quoting the Forest Way directly, "Forest is not a raider region nor is it a defender region. Nations in Forest are expected to not undertake any sort of inter-regional 'military' action (raiding or defense). Forest will not act as a staging ground for military operation." The way I see it, a mutual defense treaty would mean that not only would Forest have to create a defender force but under certain circumstances we would actually be contractually obliged to deploy that force to defend other regions. However it's described, that sounds like a de facto Forest Army to me and as such it's difficult to see how that would not violate the aforementioned section of the Forest Way whether legally or in spirit. But perhaps the time and place for debate on this is later so I'm not choking up the RMB with my huge posts during campaign week... sorry folks!

Anyway, I appreciate you taking the time to address the concerns I and others have raised about this point, and I also value your saying that this kind of decision won't be made without asking Forest what we want as a region. Having read a somewhat critical post about your candidacy I should also mention that I take no issue with your raiding activities away from Forest (not that I condone raiding necessarily) and that indeed I have a great deal of respect for your ability to keep your raiding activities totally separate from your longstanding contribution to Forest. I can certainly say that for all candidates what they do in their own time away from Forest has not coloured my thoughts about their candidacy in the slightest.

I have additional questions for all candidates, but especially the serious candidates (tagging: The Cypher Nine, Hommeres, Lord Dominator, Roless and any others).

Firstly, name one real-world issue which is important to you that you want to raise awareness of during your tenure as Forest Keeper. How will you do so?

Secondly, how do you intend to increase participation in the regional events you intend to hold over the next six months?

And finally, what separates you from the other candidates? What do you bring to the table that the others cannot?

These are all based on particular perturbations of mine. The first relates to the promotion of Forest's environmental agenda, which is for me an important part of Forest but has stagnated over the last few months due to our Founder issues. The second relates to decreased regional activity and a lack of events to bring us together as a region, which again is a result of the issues we've had of late. The final question is (I hope) a way of differentiating the candidates some more - the specific thing you choose should tell me as much about you as your actual answer does.
