Like I said I don't care about the black marketers, but for feminine boys, if that can't be changed, then ensure that only 5% of those that stay are publically executed each year. Make sure that they are the least productive.
How about any who stay are all executed publicly , and those who want to go to your land can go?

Strala can basically suppress anything Balli-Chan here tries to do, though Strala will probably get bored of the deep-rooted problems that Ballistikov has in general.

Don't worry. Strala will feed them, and if some grow to become useless, publically execute worst offenders, and give harsh punishments to the middling offenders, and warnings to the light offenders. If the light offenders continue to act the way after a month they are then, they too will be given harsh punishments, and if nothing changes for three months, then they can also be publically executed. Every week, they will be organized into groups where they have to criticize each other for meeting revolutionary ideals along with self-criticism.
