Coast guards do a lot of different jobs.
Border Patrol, Arrests, Drug interdiction, search and rescue, escorts, icebreaking, and environmental policing.

You can't put holding cells onto small boats.
You can't arrest an entire crew of an illegally built drug-submarine (which do exist) with a small boat, not enough space.
And a lot of those bigger boats are designed to scare off unauthorized forces as well. Japan and Korea are a good example, they have to sink North Korean raiding boats. Since North Korea likes to kidnap people from both countries.

Then design the coast guard as you'd like. It isn't required to have all types of ships that a normal coast guard does.

Ya, since mine will most likely be more for fishing regulation, saving ppl and small drug busts, but nothing large, so I think 1 high endurance will be good, and more rescue boats
