The World Assembly

Security Council Resolution #470 “Liberate Portugal de Esquerda” shall be struck out and rendered null and void.

The Security Council,

Thankful that Portugal de Esquerda was successfully freed from the grasp of invaders that sought to close its borders permanently and claim it as their trophy,

Noting that the former occupiers no longer pose a risk to the region and have long been evicted from it,

Acknowledging that, despite the continuous use of the region as a battlefield by other invader groups, defenders and other miscellaneous military operators, native control has been reestablished and there have been no attempts at permanently occupying the region in recent times,

Recognizing that, in the absence of a governor, the currently in place resolution acts as a detriment for the permanent security of the region and its sovereignty,

Hereby repeals Liberate Portugal de Esquerda.

The Security Council,

Recognizing that The Kytler Peninsulae, as well as its associated states of Kaze progressa and Kura-pelland, has been an innovator in the NationStates sporting community for over two decades, having competed since well before World Cup 10,

Noting that the first of these associated states to make its mark on the international scene was Kaze progressa, whose representatives immediately began finding improvements that made international sport more enjoyable for all nations competing, including:

• creating the Baptism of Fire, a tournament meant to introduce nations to multiversal football and to allow them to show off their skill to the multiverse, which has since had 88 successful editions, cementing its role as a pillar of sporting competition,

• bringing style modifiers, a way for nations to indicate how aggressively or defensively their nation plays, to the World Cup, allowing for more accurate and varied scores on the multiverse's biggest stage, and

• developing the KPB rankings, itself named after Kaze Progressa, a successor of which is still used for ranking nations' footballing skill to this day,

Appreciating Kaze Progressa's achievements in the world, both administratively and competitively, with the nation hosting World Cups 12, 17, and 25, becoming only the third nation in the multiverse to host three at the time of their achievement, as well as reaching the final of World Cup 18, where despite a hat-trick from Sani Luvo, Kaze Progressa lost 4-3 to the Orange-Blues of Rejistania in what is widely recognized as one of the most exciting World Cup finals of all time,

Remembering the achievements of Kura-pelland, the second of these associated states, a nation that grew in prominence late in the Jolt Era, the period prior to the growth in international participation starting with World Cup 47, which hosted World Cups 38, 44, and 47, reached the semifinals of World Cups 41 and 47, and was a dominant force in the early days of multiversal gridiron, consistently reaching the semifinals of early World Bowls,

Applauding the tenacity of the Kytlerians in hosting the Games of the IX Olympiad in Zube and Kytler Bay City, where they topped the medal table in an Olympics marred by tragedy after several were killed due to a crowd stampede in an event that could not have been prevented even by the most prepared of nations, saddened by the impact of the tragedies of these games on the nation, which caused it to enter a period of withdrawal known as the Isolation, and glad that after many years of reflection, this period was ended,

Amazed at the persistence of the Kytlerian people after the tragedy of Kytlair Flight 134, in which all 328 passengers and crew, including the vast majority of the Kytlerian national football team, lost their lives, with the national team rebuilding and stunningly qualifying for World Cup 99, led by Vicente Bautista Oleandro, one of the few Kytlerian starters not on Flight 134, before making a run to the quarterfinals in World Cup 100,

Astonished by the sporting achievements of the Kytler Peninsulae, including winning World Lacrosse Championship 13, winning World Baseball Classic 62, and finishing on the podium in seven straight Elephant Chess Cups, the multiverse's premier chess competition,

Impressed at the breakthroughs those at the Margaret Institute at the University of Zube have made, such as the development of LISA, a model that has been shown to accurately measure the relationship between media coverage, rank, and results in sports ranging from football to basketball to chess, which has been recognized by sporting administrators including but not limited to the World Cup Committee,

Extolling the Kytler Peninsulae's continued commitment to the organization and hosting of international sporting events, including two World Cups, two regional football championships, the play-in round of World Bowl LII, and World Baseball Classic 61,

Aware that diligent and trustworthy Kytlerian administrators currently hold the position of President of the World Cup Committee, in charge of organizing the international sporting community's most prestigious tournament, a position both elected and relied on by the community,

Believing that such achievement and innovation should be celebrated, and that the international sporting community would be much worse off if not for the impressive breakthroughs both on and especially off the pitch that the Kytler Peninsulae and their associated states have made,

Hereby commends the Kytler Peninsulae.

The Security Council,

Turning its attention to the shimmering legacy of the New Meritocracy, which, having originated in Meritocratic Isles soon after the inception of the universe, inspired antiquity with the velocity and significance of its rise,

Forgiving at last the New Meritocracy for its measured opposition to the World Assembly’s predecessor, a stance born not out of childish resentment and impudence, but instead of a desire to protect itself from the invasions that august body enabled, and the regrettable intolerance it has harbored towards national sovereignty,

Careful to note the Meritocracy’s tenacity in enduring many early stressors and collapses that would contextualize its later success, of which include:

• The disappearance of its founder, Thomasia, from the birthplace of the New Meritocracy, Meritocratic Isles, resulting in a power struggle and an eventual brave migration to a new home, New Meritocracy,

• The betrayal of New Meritocracy’s trusted delegate, Old carthage, provoking a second and final migration to the New Meritocracy and the complete repudiation of membership in the World Assembly’s predecessor,

• The bitter “pebbles” civil war and mass exodus of prominent senators to a competing meritocratic Confederacy, which ended the Charter system in the New Meritocracy and resulted in its eventual replacement with the Accords Senate,

Wondering how, despite the chaos and struggle of its early history, the New Meritocracy still could survive to give birth to the legendary Meritocratic Senate, a historic proving grounds wherein representatives from nations as diverse as Unistrut, Pierconium, Winnipeg, and Blackbird, and organizations as diverse as the New Pacific Order and the Alliance Defense Network, met to don the cloaks of senators, debate, legislate, and serve under a singular banner,

Impressed by the trailblazing efforts made within the New Meritocracy by nations such as Winnipeg at establishing foundational regional tools and infrastructure, including a regional map, a private communications center, once hailed as revolutionary by the Goddess Violet, and the highly prolific and broad Meritocratic Times,

Fascinated by the operations of the Globally Unified Statistics and Trade Organization (GUSTO), an establishment directed by members of the New Meritocracy and dedicated to the management of central banks, and calculation of economic figures involving worker productivity, wealth distribution, interest rates, gross domestic product, trade deficits, and more,

Dutifully acknowledging the diligent effort undertaken by the nations of the New Meritocracy in chronicling the many rich and vibrant stories of the region’s multiyear history, in ambitious ventures such as the Encyclopaedia Meritocratica and its successor, the Herodotus Project,

Thankful towards the New Meritocracy for serving as haven for mature dialogue and debate amongst the political right, as exemplified by its tolerance of and openness towards leftwing perspectives amongst its members, and its use of interregional events like the World Capitalist Summit and concomitant political dialogue to sway minds and facilitate cooperation,

Particularly impressed by the Meritocracy’s commitment to establishing the Alliance of Capitalists, Conservatives, and Economic Libertarians (ACCEL), a future co-creator of the widely well-regarded COPS agreement, and among the most successful conservative organizations in history, as a means of unifying like-minded regions under a singular banner, and stamping out the once common practice of invading leftwing regions solely on the basis of a political disagreement,

Relieved that the New Meritocracy could relax its instinct for neutrality to take a stand against the forces of evil in the world, as evidenced by its decision to condemn the practice of invading other regions within its Charter, its decision to admit The Sardaukar Confederacy, a defender region, into its prefecture network, and its occasional impulse to rally to the defense of other regions, such as Feudal Japan,

Respecting the New Meritocracy’s sincere attempt at reforming the Atlantic Alliance, a feared imperialist organization, by invading its base of operations, placing the New Meritocracy’s founder, Thomasia, in control over its ranks, and establishing the Allied Liberation League to guide it, even if this attempt did not ultimately succeed,

Emphasizing the significance of the Meritocratic Senate’s characteristic exclusivity in attracting the sheer diversity of talent necessary for it to become the legendary political hub for which it is unlikely to ever be fully forgotten,
