The capital city may only employ a militia force of 10,000, while five cities may employ forces of 5,000 strong. The other cities may only employ a militia force of 3,000. To be classified as a city, they must have over 100,000 in population, and only there can only be 20 cities when Ballistikov. Towns may only have 100 men while villages 50 at most. The total number of militiamen will not be permitted to exceed 400,000 and will not be allowed to weapons beyond world war two. Each militia group will have 98% of their total numbers of weapons like rifles, and 2% in heavy machine guns. The rifle used will the Mauser Model 1871, and for the heavy machine guns, the Type 24 maxim. Tanks, aircraft, and other types of heavy equipment excluding heavy machine guns are banned as are any type of missiles. You are not permitted to build any ships with a displacement of over 2000 tons. The total displacement of the Ballistikovan navy will be 20,000 tons. If reinforcements and heavy equipment are needed, they will have to contact a nearby Stralian Regiment. If the Ballistikovan government remains a bulwark for communism, the militia will be allowed to field 1,000,000 men and will be allowed to maintain 3000 tanks and 1000 aircraft. 200 are to be fighters, 600 as helicopters, 100 as bombers, and the rest to be miscellaneous. The maximum displacement of each ship will be increased to 4,000 tons. The Ballistikovan navy's total displacement will be bumped from 20,000 tons to 100,000 tons. For the new treaty, 100,000 of the militia will be allowed to use the 1960s Chinese and Soviet weapons. Tanks must be ww2 ones, though 100 can be from the 1950s to early 1960s tanks. For aircraft, the fighters must be from the 1950s and the same with your bombers. Helicopters must be from the 1960s. Ballistikovan naval ships must also use ww2 tech.

If the light offenders continue to act the way after a month they are then, they too will be given harsh punishments, and if nothing changes for three months, then they can also be publically executed. Every week, they will be organized into groups where they have to criticize each other for meeting revolutionary ideals along with self-criticism.
