Comitia Curiata

1. "Likes" on the announcement of a resolution on the Regional Message Boards of Fifth Empire and Comitia Curiata shall count for endorsement of resolutions in all cases and;

2. The author of an endorsement shall endeavour to update the resolution to include all endorsements received via "likes" on the Regional Message Boards of Fifth Empire and Comitia Curiata up to three co-sponsors and;

3. The question of sponsorship in this manner shall be settled.
   

1. The definition of "Armaments" or "Arms" shall be any offensive or defensive weapon, or;

   1. any object, or;

   2. any person, or;

   3. any thing identified as such.

2. It will be enshrined for all perpetuity that any Mapped Citizen State of the Fifth Empire may manufacture, acquire, keep, and bear Arms;

   1. Notwithstanding the source of the Arms and;

   2. Notwithstanding the type of Arms and;

   3. Notwithstanding changes in definitions of Arms and;

   4. Notwithstanding the recognition of such as thing as an "Armament" by other Nation States.

3. Any attempt to limit the manufacture, acquisition, storage, and use of such Arms shall be deemed an act of war upon the realm of the Fifth Empire and;

   1. All Mapped Nation States of the Fifth Empire are in a state of perpetual war against any nation which proposes any restriction or limitation on Arms and;

   2. Cessation of hostilities can only occur when such a proposal is withdrawn or;

   3. The State proposing limitations has been ejected from the Fifth Empire.
      

1. A National Leader shall be defined as the person, or;

   1. thing, or;

   2. creature, or;

   3. extraterrestrial, or;

   4. ancient horror, or;

   5. any other identifiable being in charge of a Nation State Nation.

2. A National Leader may, in lieu of waging a campaign, issue a challenge against their rival national leader.

3. If refused, the challenged will be given the title of "the Coward" which;

   1. Must be added to their profile in Nation States game and;

   2. Must be included in their written Lore and;

   3. Must not be removed for any purpose so long as they remain ruler and;

   4. Shall be enforced by the Ruling Body of the Fifth Empire by removing 100 influence from non-compliant states.

4. If accepted, the challenger and challenged shall be transported to the last Hunger Games Arena and;

   1. Their duel shall be simulated or;

   2. Their duel shall be role-played at the discretion of the challenged and;

      1. If role-played, it shall be voted upon by the Fifth Empire which leader won and;

      2. The determination shall be based on the effort made to the role play.

   3. The duel shall be carried out within four days of being accepted and;

   4. The winner shall be declared the victor and their claims awarded and;

   5. The loser shall be declared dead and;

   6. The losing nation shall adhere to the conditions of the winner and;

   7. The Ruling Body of the Fifth Empire shall enforce compliance to these conditions by removing 100 influence from non-compliant states.
      

1. Acknowledging the long-standing historical and interregional customs which have sought to distinguish legitimate war from mere violence.

2. Recognizing the precedents within regional diplomacy affirming protections for envoys, the legitimacy of negotiated surrender, and the honouring of solemn oaths and treaties.

3. Emphasizing the need for a consistent, principled framework governing the conduct of war among nations of the Fifth Empire (hereafter FE), so as to reduce unnecessary suffering and promote orderly conflict resolution.

4. Noting that many states of the FE trace cultural inspiration from classical civilizations whose principles, such as fides, foedera, and the ius fetiale, offer time-tested approaches to the just conduct of war.

5. Affirming the continued desire of FE nations to engage in conflict - when conflict must come - with restraint, honour, and respect for shared civilizational norms.

The Comitia Curiata (hereafter CC) hereby enacts the Conduct of Warfare Act (CoWA) to hold Citizen-States of the FE to conduct war in a befitting manner.

1. To establish a unified set of interregional norms governing declarations of war, treatment of envoys, surrender procedures, and wartime conduct.

2. To provide clear expectations to prevent excessive or arbitrary destruction in wartime.

3. To strengthen diplomatic predictability and reduce escalatory cycles of retaliation.

4. For the purposes of this Act, the following terms shall apply:

   1. Bellum Iustum: A formally declared war whose cause has been publicly stated and justified.

   2. Envoy: Any accredited diplomatic representative dispatched for negotiation, parley, or delivery of demands.

   3. Terms of Surrender: Conditions offered by an attacking state to a defending state prior to a final assault.

   4. Sanctuary: Religious, medical, or neutral civil sites designated as non-combat zones unless militarily exploited by defenders.

1. On Declarations of War

   1. Member nations shall issue formal demands for restitution, redress, or negotiation prior to declaring war, preferably publicly on the Regional Message Board.

   2. A declaration of war must articulate its cause and grounds, thereby establishing a bellum iustum.

   3. Failure to follow this process shall not invalidate the war, but shall constitute a breach of FE diplomatic norms.

2. On Envoys & Diplomats

   1. Envoys dispatched for negotiation, truce, or surrender discussion shall be immune from harm, detention, or obstruction.

   2. Any injury to an envoy shall be considered a grave violation of this Act and grounds for collective diplomatic censure by members the FE.

3. On Surrender & Siege Conduct

   1. Before initiating a final assault on a fortified position or city, an attacking state must offer reasonable terms of surrender.

   2. Acceptance of such terms guarantees the safety of the civilian population and prohibits massacres, deliberate starvation, or wanton destruction.

   3. Should defenders reject terms and choose final resistance, the attackers may impose harsher conditions upon victory, consistent with strategic necessity but avoiding gratuitous brutality or violations of sanctuary.

4. On Sanctuaries & Protected Sites

   1. Temples, medical facilities, significant cultural sites, and other designated sanctuaries may not be intentionally targeted unless used for military purposes.

   2. Defenders who militarize sanctuaries forfeit protected status for the duration of such use.

5. On Prisoners of War

   1. Prisoners who surrender shall be spared and treated humanely, and may be held, paroled, exchanged, or put to labour in accordance with longstanding custom.

   2. Execution of prisoners is prohibited except in cases of treachery, mutiny, or wilful violation of agreed terms.

6. Monitoring, Compliance & Oversight

   1. The Imperial Minister of Internal Affairs and/or The Imperial Secretary of Culture shall maintain a public register of declared wars, truces, and recorded violations of this Act.

   2. Nations found in systematic violation may face collective censure, diplomatic isolation, or other penalties determined by the Imperial Minister of Justice or the FE at large in subsequent RP resolutions.

1. This Act shall take effect immediately upon ratification.

2. Amendments to this Act may be proposed by any eligible participants in the CC and shall require a two-thirds (66.7%) vote for adoption.

3. Disputes regarding interpretation of this Act shall be referred to the Imperial Minister of Justice, or the CC for deliberation and resolution by majority vote.

1. Restating that even in conflict, the principles of order, mutual respect, and honour strengthen the interregional community.

2. Encouraging all nations of the FE to wage war - when they deem it necessary - with restraint reflective of our shared classical heritage.

3. Calling for continuous dialogue, good faith negotiation, and adherence to the standards herein established.

1. Establish the Global Reserve for Equitable Exchange and Development as a department of the Comitia Curiata (henceforth CC);

2. The Department of G.R.E.E.D. will:

   1. Ensure a non-inflationary Long-term Exchange Medium for Open Nations (LEMONs) is maintained in sufficient quantity for the purposes of trade, and;

   2. Provide the body in which trade disputes are settled, and;

   3. Determine the equivalent value of the LEMONs in terms of "per-thousand food" and;

   4. Distribute an amount of LEMONs to each nation with relation to state economic output

3. Establish a Rotating Presidency in which each quarter a mapped FE Nation shall be the President of G.R.E.E.D. who;

   1. Shall be answerable to the CC and Minister for Culture and;

   2. Verify the LEMONs exchange rate to ensure there are neither too many nor too few LEMONs

   3. Issue or Revoke LEMONs as the need arises to maintain international trade

4. All FE states will adopt the Long-term Exchange Medium for Open Nations (LEMONs) as their agreed international medium of exchange.
   

1. Nations that have been in the Fifth Empire for less than 30 days will have a total of 5 separate warnings (1 for each violation of CoC) after which the Imperial Minister of Justice will be compelled to banject them for 60 days.

2. The Minister of Justice will be protected from any repercussions that could result from the ban as long as the banned party violated CoC 5 times with their behavior and were given clear and understandable warnings to stop said behavior immediately.

3. The banned party has a right to make an appeal.
