I remember when I was updating the delegate bits alongside the WAA Councillor amendment, you said it would be best to avoid using 'Member State' under the definition of delegate because technically, someone could become delegate without having had WA in the region for seven days. For 7ai, I think you should keep the 'to', or change the sentence to say 'in reaching quorum'.

I think the rest here is pretty good! It's nice to have a method to replace the delegate in case something goes horribly wrong. I'll withhold seconding it pending further discussion, in the event that I've overlooked something.

I don't immediately remember that recommendation, but it was likely an error.

I think it's best, following comment from HumanSanity in the chat, to have it changed since the current RRS does not consider the concept of outside influence seizing the delegacy. So, my thinking is that someone who is the delegate should only be able to be so if they're a Member State who has been here for a bit. Similarly, under a new election system, someone should ideally not be able to see a vacancy election, jump into the the region, with eight hundred of their closest friends, and reach Member State status before the end of the election solely to vote-stack for an outsider. Both of these are undesirable, and changing this term solves both concerns.

An’eth’ara Refugia!

Do you remember the last time we met here? I wrote the last WADP dispatch on March 10th, and joked that Season 3 of cards would never come out. I was actually joking at the time, I really did think they’d be released as the April Fool’s Day event the site usually runs. But it turns out I forgot about my ever-increasing stranglehold on the dark powers, and my strength was simply too great. I can no longer make jokes, because the terror I inflict can never be overcome. I am crawling around inside of the CSS. Look! That button is now purple!

I didn’t get a lot done in my capacity as Councillor of Culture during the month of April, and I’m very sorry about that. But we’re here now to pick things up where we left off, and do yet another World Assembly Development Programme series of drawings, based off of endorsements. To make up for not having much going on last month, we’re going to open up the vault we set up for our regional card events and give away some rare and/or high value cards. This is to thank you all for keeping up the endorsements and keeping us over 60 (currently 64) votes in the World Assembly for almost a month. That’s amazing!

So let’s get into what we’re giving away. For the most part, it’s going to be Season 1 cards (though there are a few high-value Season 2 cards thrown in for variety). Also, as the region continues to grow, so too have we continued growing the number of cards we’re giving away! This time, we’ve got a whopping seven cards to give away in our lottery:

Uelvan, a Season 1 legendary valued at 45.5 bank.
A baddon, an S1 legendary valued at 46.5 bank.
Ransium, a game mod from our embassy region Forest. The S2 legendary is valued at 74 bank.
Bothia, a very rare S1 Legendary valued at 180 bank.
Montagna, a former issues author and rare S1 Legendary valued at 202 bank.
Reploid Productions, a long-standing site moderator and four time issue author, valued at 243 bank.
Abacathea, a highly valued S2 Legendary card, valued at 245 bank.

To qualify for this lottery, endorse the delegate by Monday May 24, 2021!
If you win a card, you will be removed from the list for future drawings within the same event. The delegate cannot participate for obvious reasons.


Endotarting Competition!

What the heck does that mean?

Endotarting is when you, as a WA nation, go around to every other WA nation in the region and endorse them. This is great for other people's nations because it increases their endorsement census stat and gives them a warm fuzzy feeling. It's also great because every endorsement on a nation means that they gain +1 influence points twice a day, and can collectively build that census stat as well. No one else can get native Refugia influence, that magical stuff exists only here.

Strategically, having influence in the region is a great boon for us all. Refugia is fantastic and wonderful, and I want it to last for ages. However, if something were to happen to the founder, the delegate seat would gain executive power. If that happens, dark forces from the great beyond could target Refugia and steal our kneecaps! The fact is, though, that if a bad actor gains control of the delegacy, they'll want to start banning nations, and the only thing that will protect us is a fortress of regional influence on all of our accounts. Whatever influence you have will be required for an invader to ban you. If they can't afford it, you're safe. So when we all have a ton of endorsements on our nations, we slowly get stronger and collectively build this safety net.

Refugia currently boasts having the 17th most endorsements in the world, and everyone's endorsement of everyone else contributes to this. So I'm going to get the ball rolling by providing this list of Refugia WA nations that can be endorsed. And everyone should try to endorse everyone else on this list, and check the regional census page periodically to see if you can find anyone new to endorse.

Hello! This is a statement from the office of World Assembly Affairs. Following a slew of poor legislation in the WA, we're expecting things to pick back up in the spring, with more proposals worthy of attention. As I noted at the beginning of this term (or the end of the last one? I'm not sure.), the department needs more horsepower to ensure we can get to everything to which needs gotten. To this end, I'm excited to invoke RRS 6(f)(iv) and welcome Emojitheft/HumanSanity as Security Council Correspondent. HS has much more knowledge and aptitude for the SC than I do, and it's great to have him as a part of the community. He'll be writing Refugia's IFV statements regarding Security Council matters. I'm looking forward to working together to grow Refugia's reputation for in-depth analysis and critique, and I hope everyone will welcome him accordingly.

Information for Voters

Summary

Condemn Scardino recognizes and celebrates, by way of formal condemnation, the actions of Scardino in building Lone Wolves United (LWU), a well accomplished raider region, and for its role in coups of Lazarus and The East Pacific.

Analysis

Issues with this proposal can be grouped into three conceptual categories.

First, the writing in some sections is lacking. While the proposal does a good job outlining some of Scardino's basic history, including its role as the original founder of LWU, the proposal does a sub-standard job unpacking how Scardino contributed to this organization beyond simply being the original founder. A clear example of this is the proposal's attempt in the NOTING clause to capitalize on recent uproar over the raid of The Embassy, a raid which was supported by LWU but Scardino played no organizing role in. This proposal is similarly lacking regarding details of Scardino's role in the Osiris' raider military the Sekhmet Legion. Further, the proposal briefly alludes to a coup of Lazarus by LWU under the leadership of Scardino, but provides no additional information on the methods or consequences of this subversive activity. While any one of these issues would be able to be overlooked, together they demonstrate substandard writing which, in this case, is borne by the author's limited external research outside of simply incorporating ideas from others presented in the drafting thread.

Second, to some extent the proposal is dedicated to condemning the nominee - and therefore recognizing them for being good at playing the "bad" role - for actions that weren't ultimately successful. The most detailed sections of the proposal are the APPALLED and REVOLTED clauses about the 2019 coup of The East Pacific, an embassy partner of Refugia. However, the coup of The East Pacific was wildly unsuccessful, lasting only 24 hours, and The East Pacific and its allies and other defender forces were quickly able to restore the region to the control of the legitimate Concordat government. This is reflected by the proposal having about one third of its content be about the coup of The East Pacific but barely managing one sentence explaining the negative consequences of the coup. It is also worth noting the resolution is flawed in its construction by not connecting these actions to the nation of Scardino explicitly, since they were all technically committed by Fedele.

Third, there is a conceptual issue with issuing a Condemnation for someone's positive actions. While many argue that couping and raiding are examples of how to play the evil character, and therefore should be recognized by the Security Council as "bad" actions via a Condemnation, this ignores the way SC recognition provides notoriety and validation for those players in their pursuit of actions which go against the common cause that all regions should be able to dictate their own path forward. Proponents of this view point argue it is an ideologically neutral form of recognition, ignoring that this view point is in and of itself ideological and weaponized towards the political ends of region crashers, as demonstrated in this case by the current leader of LWU saying "Scar probably deserves a condemnation".

Recommendation

Due to the proposal's poor construction, lacking of depth of research, overemphasis on failed acts of villainy, and the general issues with the ideological underpinnings of the proposal, the Security Council Correspondent to the Refugia Councillor of World Assembly Affairs recommends voting against Condemn Scardino.

I know this is a weird question.

Well the way I see it is that no one can stop progress. People tried that during the Industrial Revolution as machines replaced artisans and manual labor, and they failed pretty badly. I personally think we should fully embrace automation, and that there’ll always be more jobs in the future for people that we can’t even think of. Plus, with robots doing a lot of hard or menial work, standards of living will go up, and we could even implement something like a UBI, although that would require a lot of government regulation.
