In principle, a resolution "formally codifying the rights, lefts, obligations, and freedoms of member nations in peacetime" might sound like a nice idea, so long as it provides some tangible benefit beyond merely restating the obligations already inherent to World Assembly membership. Unfortunately, GA 654 completely misses the mark, instead being a superfluous bit of fluff that, impressively, also manages to contain some of the most dangerous provisions of any resolution.

The General Assembly finds as follows:

1. The target's requirement that "every member nation must fully comply with all active World Assembly law, including this resolution, in good faith, to the very best of its ability, and without any preventable delay" (emphasis added) is extremely dangerous for what should be obvious reasons. Nations acting in good faith can have perfectly valid reasons for a "preventable delay" in entering compliance:

   1. A nation may have noncompliant international obligations by being party to a bilateral treaty, international convention, mutual defense pact, non-WA body, trade agreement, etc. The target resolution forces such member nations to irresponsibly shred important agreements should something as basic as following agreed-upon withdrawal protocols or as vital as developing robust transition plans constitute a "preventable delay," regardless of potential economic damage, retaliation, or harm to national security.

   2. A nation may have noncompliant in-progress internal projects, such as infrastructure construction, environmental protection efforts, and funding allocation. The target is a recipe for half-finished schools, bridges that go nowhere, and water thick enough to eat with a fork if completing the relevant projects or even honoring existing government contracts constitutes a "preventable delay." That's without getting into noncompliant election procedures and the ramifications for political stability, particularly given this body's historical fascination with (badly) micromanaging those.

   3. A given resolution may simply be wildly incoherent and difficult to comply with even in good faith. A "preventable delay" could include something as rudimentary as ascertaining what exactly a member's obligations are or figuring out how to go about compliance in a way that doesn't cause the rapid unscheduled disassembly of society. Mistakes happen, bad resolutions pass, and political bandwagons come with the territory.

2. The requirement that "member nations shall maintain full equality under all World Assembly law" is incompatible with the very nature of this body. Resolutions treat members as unequal all the time, from assessing noncompliance penalties to providing economic aid and other resources. This provision perfectly encapsulates the danger in giving feel-good statements the weight of law.

3. The target's remaining provisions are all pointless fluff. Of course members' autonomy is "subject to the limitations of relevant international law." Of course members "have the right to freely conduct [their] international relations and activity, subject to the limitations of relevant international law." Of course "each member nation has consented to being subject to World Assembly law by virtue of its membership." Of course this body has "the ability to, via resolution, directly and indirectly enforce penalties" on members. Having these as provisions in a resolution accomplishes nothing and risks imposing catastrophic errors on members.

The target's intentions are clearly noble. However, good intentions do not make for a good resolution, or even a benign one. It's also important for a "meta-resolution" that concerns itself with how this body functions to provide some added benefit in how it goes about that, rather than merely attempting to restate the implicit.

Therefore, in accordance with the Final Ride initiative, the General Assembly repeals GA 654.

The Security Council,

Recognizing that while the acts described in Security Council Resolution #188, “Condemn Vandoosa” are true, the case for condemnation does not qualify by the Security Council's current or even former standards,

Disputing the argument made by the target resolution’s first four clauses that being a region's founder should be mutually exclusive from participating in activities outside of that region,

Skeptical of the claim that the invasion of Alternate History World led to the "severing of any ties with Iwaku, by many disapproving regions", as there was no demonstrable contribution to the diplomatic isolation of the region, and in fact it maintained healthy growth and numbers for years afterward,

Recalling that regional governors are the ultimate sovereigns of their regions and therefore cannot be fairly condemned by this body for failing to comport themselves according to any set of criteria a condemnation may assert, a principle SC #188 repeatedly ignores in attempting to condemn Vandoosa for committing allegedly harmful acts against their region, especially egregious as it carries no supporting evidence for these claims,

Disturbed that SC #188 appears to attempt to condemn Vandoosa for "lack of attention to [Iwaku] and its issues", a common enough critique of so many regional leaders that hardly warrants recognition and could be due to a variety of factors including benign neglect or simple inadequacy, and that at the time did not appear to prevent the region from maintaining a respectable nation count when the condemnation was first passed,

Baffled by the emphasis on Vandoosa's ridicule of native residents within invaded regions as a reason for condemnation, which is inconsistent with this body’s other condemnations and is unworthy of such recognition,

Noting that while working with a region such as The Greater German Reich is certainly deplorable, a one-off circumstance, and one in which The Glorious Nations of Iwaku was only a supporting actor rather than the "key part" as claimed, does not merit recognition,

Calling attention to the paradox created by the claim that The Glorious Nations of Iwaku's residents are unaware of what their founder has done when that region’s military openly participated in the invasion of Territory of Finland, something Iwaku’s residents surely would have noticed,

Frustrated by the consistent use of incendiary language within the resolution, such as "invasion and slaughter" and "brutal slaughter," which can only be perceived as a fear tactic attempting to scare World Assembly nations into voting for the resolution,

Cognizant that the five-hundred operations performed by Vandoosa cited within SC #188 are classified as "Tag Raid" operations, which leave no lasting damage on the target region, and in most cases involve invading regions that lack a World Assembly Delegate, which debunks the claim that Vandoosa "wrenched the delegacy from the rightful owners" in each of these five-hundred operations,

Highlighting the fact that the aforementioned raid operations were completed through the use of Predator, a weapon found to be in gross violation of international law, with its usage resulting in Vandoosa ceasing to exist and its leader being temporarily barred from World Assembly participation,

Acknowledging that for the same reason, Vandoosa’s exploits as a member of The Black Riders and DEN must be stricken from this body’s collective record, as has been done for those disgraced organizations’ other records,

Concluding that the condemnation fails to make a strong or consistent case for anything remotely worthy of particular notice without relying on forbidden exploits that do not align with modern sensibilities, and therefore Vandoosa does not merit such attention,

Hereby repeals “Condemn Vandoosa”.

Recognizing GA#41's intention in attempting to navigate global health crises in an often profit-driven world;

Concerned about the amount of power that the target resolution gives to pharmaceutical manufacturers over the governments of member nations and their ability to promptly respond to a world health crisis;

Alarmed by GA#41's strict requirements for the suspension of patent rights to life-saving drugs, which are allowed "only in the most extraordinary of situations" such as "imminent or unfolding public health catastrophes", a legal roadblock when faced with a crisis requiring more immediate response, especially since such patent waivers are only to be granted after “every other venue of… negotiations… have been exhausted”;

Arguing that such requirements are an undue restriction of the actions of national and international health services, and that these requirements, rather than providing access to life-saving medication, restrict access to it, by granting pharmaceutical companies or other patent-holding entities the rights to potentially restrict access to life-saving drugs in less dire circumstances, such as by making such drugs prohibitively expensive, and that it is in the best interest of member nations to retain the power to suspend patent rights as such to protect their own citizens;

Outraged that even in the event such patent rights can be waived, Clause 3 requires that the patent holders be compensated for their losses, and directly from the General Assembly’s funds as specified by 3a, a waste of the Assembly’s funds that allows predatory pharmaceutical companies to profit off of emergency patent waivers designed to combat catastrophic health crises, made all the more serious by the prohibition of private donations to help cover the costs of such compensation;

Abrogates GA#41 “Access to Life-saving Drugs”

Believing that throughout the multiverse, it is necessary to cultivate and reward efforts to bring peace and justice through international outreach, domestic development and an unwavering commitment to the value of sapient life, such as in the example of The Great Congregation of Brethren in The East Pacific,

Impressed that Brethren, also known as the Congregation, has stood as a stable, pacifist stronghold for almost seven years in the world of Valsora, throughout the rise and fall of nations, warmongering coalitions, colonial projects, civil wars and the other crises that plague the ever-chaotic world, enduring a sustained bombing campaign by Levantin and assuming stewardship of the irradiated island of Blobon following a nuclear strike by The Iron Realm of Kampf Empire,

Appreciating Brethren’s diversity of species in light of human supremacy across Valsora, where it serves as a bastion of refuge for:

1. Brethren Dragons or Draconis fratres sapiens, distinguished among Furies, War Angels and Beautes by size, who alternate between quadrupedalism and bipedalism, known for their psychic communication and claw-carved script,

2. River Serpents or Sirena sapiens, magical, aquatic beings sung to life from clay, who use tools through manipulating their coils, in the absence of hands,

3. Alcynus or Lupus sapiens, a superstitious canine people who form communities with their volchyastaya, a bloodline pack, and derevnya, a community pack, and whose oral tradition involves dance and howls,

4. Alcatus or Homo felis, humanoids with feline features who are targeted by human supremacist regimes across Valsora, and

5. Humans or Homo sapiens, who were adopted as Brethren centuries ago per cultural tradition and have coexisted with the other Brethren for centuries,

Honoring the ancient religious tradition of the Elysian powers of the Aether, benevolent beings fighting back the bloodthirsty Consuming Lords and watching over the Congregation:

1. Iaoth, who became the land and gave her bones to the mountains, her blood to the stone trees and the protective gargoyles and her song to the River Serpents,

2. Aphaeleon the Great Eagle, who broke into Shards forming the demons Istruzeth and Triraxus and the Elysian power Hadariel,

3. Zerachiel the Great Dragon, Aphaeleon’s twin, the blue-winged spirit of compassion and the progenitor of dragons, whose wrath against the Consuming Lords gave rise to the Guardian Mechanism, and

Applauding the Congregation’s communal welfare state, which includes expansive parental leave policies, a ban on fossil fuels, the abolition of payment for basic needs, robust addiction recovery programs and the Order of the Empty Hand, a law enforcement agency with an emphasis on social work over punitive justice,

Extolling the Valsoran Better World Project, founded by the Congregation, to safeguard the rights of all peoples of Valsora in the face of widespread discrimination and the Congregation’s substantial international outreach to promote the VBWP and facilitate peace, prosperity and sapient rights for all,

Immortalizing the storytelling of the Congregation’s history, religious canon and current events, which follow an array of characters from diverse species on adventures including:

1. Meetings with the otherworldly beings from foreign nations, including The Humanist State of Usnistan, where the ‘Val Knights’ serve the Consuming Lord Izeval, as well as the gods, spirits and monsters of Zemedievai,

2. Cultural exchange to and from the Steppes of The Welfarist Wardenate of Pakitsk, whereby scholars from the Congregation and the Pakotsi visited each other to discuss history and religion,

3. The pursuit of spiritual restoration to the god Aphaeleon from the Shards that remain, to turn the tide against the Consuming Lords of the Val,

4. Spiritual journeys of discovery, such as an encounter between Brethren’s Archdolphop, Snow Warslayer and Zerachiel, or a priest’s revelation at the hands of Anauel, and

5. An international cultural festival hosted in Thriwich, Brethren’s capital, featuring countries from around Valsora,

Asserting that Valsora has been consistently enriched by The Great Congregation of Brethren’s cultural diversity, strength of spirit, social and environmental policies and unwavering commitment to the rights and prosperity of all beings,

The World Assembly,

Concerned that GA#330, while harboring constructive intentions, contains several critical ambiguities, contradictions, and flaws which undermine its overall efficacy in regulating nuclear testing;

Absolutely repulsed by the absurd demand that “all information and materials related to nuclear testing” must be classified as state secrets, as it effectively prohibits the dissemination of any such material for informational and educational purposes including museum exhibits and school curricula, and may pose an insurmountable obstacle to reconciliation with communities affected by irresponsible nuclear testing;

Considering such a mandate to be a blatant violation of the sovereignty of World Assembly members, trusting that it is within their interests to follow a reasonable and secure policy regarding such information without requiring WA intervention;

Alarmed that several key definitions fail to provide specific, quantifiable standards with which to assess compliance for this resolution, including:

• Clause 1's “lead to the excessive harmful contamination” giving no concrete indication of how much harmful contamination is “excessive”;

• Clause 4's “high probability of creating artificial radiation belts around a planetary body” not specifying the magnitude of such artificial radiation belts or what constitutes a “high probability”, thereby potentially restricting nuclear tests with little to no negative impact;

• Clause 6's “all necessary security precautions to prevent unauthorized access to nuclear testing sites, materials or confidential data” once again leaving no quantifiable threshold for how many resources must be invested into protecting against a threat which may be realized regardless;

• Clause 8's “a reasonable probability of producing a nuclear yield” leaving both the probability and yield totally ambiguous seeing that “nuclear yield” may fall well within the yield range of conventional explosives;

Flabbergasted by how trivially member nations can evade compliance with clause 8’s mandates for the World Health Authority (WHA) to be empowered to demand presence at all tests, as the WHA is not required to be authorized to access confidential materials and therefore need not be informed in the first place about nuclear tests;

Hereby repeals GA#330 “Nuclear Testing Protocol”.

Understanding the resolutions ratified by this chamber are the collective expression of the world’s developed regions with a foremost interest in upholding international peace, goodwill, and sovereignty of its members,

Reiterating that this chamber strives to maintain a high standard for recognizing the most accomplished nations and regions in their respective fields,

Avowing the status of Security Council condemnations as highly sought after in the manner commendations are, as rewards for extensive contributions to global events. This chamber notes the desirability of condemnations by nations and regions deemed to have nefarious traits and repute on the global stage, awarding several with the distinction of “condemned,” and offers the following examples to support this acknowledgement:

• Dalimbar, Wickedly Evil People, and Bhang Bhang Duc: all prominent figures historic to The West Pacific, whose condemnations were welcomed, authored, and passed in part by West Pacificans or through the channels of government in the West,

• Creeperopolis: condemned for their national lore, despite their leadership of a major Defender region, and condemned with the excitement of their community as its first member to be recognized by a Security Council resolution,

• Dream Killers, Elysium Station II, and A Bloodred Moon: all members of Lone Wolves United, the former two’s condemnations sponsored by the leading officers of Lone Wolves United at the time,

Opining with confidence that Lone Wolves United views their condemnation as a positive, honorific conferment by the global community. In support of this claim, it is noted that Lone Wolves United utilizes the condemnation as an immensely useful tool to recruit additional nations to their cause, a sign of global significance, and proof of their pretensions that they are a significant threat to the civilized world,

Returning to the premise that the Security Council is the collective will of the nations and regions that engage with it, and noting that Lone Wolves United has aggrieved many of the members that this principle applies to. While many of these transgressions were not ultimately successful (an important clarification as to dispel an argument of condemnability), they represent an indignance to the very regions that have allowed them this condemnation, demonstrated via the following:

• Careless disregard for The North Pacific, a region with which they supposedly wished to form a stronger partnership, as demonstrated by the use of one of the North’s allies as a military diversion, which led to that ally being a target of invaders in subsequent years, and their continued collaboration with Raider Unity forces after they displaced the North’s WA Delegate,

• Inept entryism into The East Pacific in recent years, culminating in the exposure of the subversive intent by intelligence assets and political collapse of their ambitions in the region in 2025, resulting in their proscription,

• Futile antagonism of Lazarus, despite the region allowing figures from Lone Wolves United to operate in the region for years in an ill-fated attempt at amnesty following the Wolves’ attempt to colonize the Restorer in 2018,

• Gratuitous betrayal of its allies in The West Pacific by attempts to divide the region’s leadership and weaken its foreign affairs apparatus for their own benefit despite years of prior collaboration,

• A sickening attempt to depose the WA Delegate of the Outback by ceasing their alliance as a pretext to libelling the nation in question, with the aim of installing one of their own officers as WA Delegate,

• Hijacking the early ideological development of the Frontier world, only for their dishonesty and subterfuge to become increasingly noticed, culminating in the collapse of this façade with the liberation of Lonia Kreptia Llor and its fallout,

Observing the irony that without its outsized reliance on support from benefactors it would later betray or allies that would become isolated themselves, Lone Wolves United could not have continued the aforementioned mischief as long as they did,

Supplementing the above argument with the acknowledgement that the target resolution’s writing is of dim quality, it cites various unimportant “accomplishments” such as periodic and temporary invasions of The Cuckoos Egg, or raids overcome by native communities such as Anarchy, and that the existing authors of the target resolution have consented to this repeal and expressed support for the condemnation’s nullification,

Reaffirming the Security Council’s mission of spreading peace and goodwill, which is fulfilled by denying praise, awards, and political prize to an unworthy paramilitary, therefore earning neither infamy nor permanent reward of any kind,

Hereby repeals Security Council Resolution 74, “Condemn Lone Wolves United.”

One may consider religious freedom to be so essential that it deserves specific, separate protection like that afforded to free assembly and expression.

One would be wrong. Religion, by its nature, is a slippery thing to legislate properly. Without proper care, well-meaning legislators can cripple national governments or empower bad actors to use religion as a weapon, tearing laws they disagree with to shreds.

The General Assembly finds as follows:

1. The target bans any restriction on "performing a bona fide religious practice" that isn't "vital for the furtherment of a secular interest which outweighs the public's interest in religious freedom." If a restriction is not "vital" for the furtherment of such an interest, it is illegal under this resolution. This sets a ludicrously high bar for any limitation on religious practices and makes it wildly difficult for governments or private entities to curtail all manner of abuse.

2. The aforementioned provision also declares open season for special interests and bad actors to challenge members' laws and policies left and right. If any regulation happens to restrict "performing a bona fide religious practice," even incidentally, then members must be able to demonstrate that the regulation passes the target's draconian test. Together with the issues articulated in the previous section, this effectively elevates religion above all other policymaking considerations, and amounts to forcing a soft theocracy on every member state.

3. In addition to making good governance difficult and allowing zealots to punch holes in members' legal systems, the target denies governments the ability to wield public policy tools in good faith. The ban on "discriminating against individuals in tax" prevents promoting minority religions through tax incentives, and the ban on "enforcing legal penalties" opens the door for violent extremist groups to use religion as a shield to escape justice.

In light of these issues, religious freedom may be best left to the existing resolutions designed to cover expression and assembly more broadly. There are many rights and freedoms that can be contemplated and protected by such resolutions, and the protection of these freedoms ought to be the most important factor, not whether the freedom stands alone with its own specially tailored protections. It certainly shouldn't stand alone in a manner this harmful.

• The existence of their government to serve the ruler rather than their oppressed populace

• The 100% tax rate placed upon the populace, essentially placing any free population as chattel slavery

Horrified by the systematic violation of individual liberties, economic freedoms, and the cultivation of a pervasive cult of personality surrounding the nation's rule.
