Terrorism absolutely does. Where there's terrorism there's a threat.

Until it rises to power in said nation. Then the terrorists have control of that country's entire military arsenal, and God knows who the next target is. A threat needs to be stopped before it becomes too big.

The Organization of the Heliocentric Sea States (OHSS) is an international association of sovereign states with access to, or economic and political dependence on, the Heliocentric Sea. It was founded with the purpose of promoting multilateral cooperation and preserving the sovereignty of its members.
Mission and Responsibilities
The OHSS operates as a forum for dialogue and coordination between member states, ensuring:
• Freedom of navigation in the international waters of the Heliocentric Sea.
• Protection of the sovereign rights of each state within its territorial waters.
• Peaceful resolution of disputes through mediation and negotiation.
• Political and economic cooperation for regional stability.
• Prevention of unilateral blockades that could restrict common maritime access.
• Security of trade routes and the movement of goods between member states.
Structure and Jurisdiction
The OHSS does not possess binding executive authority. It operates as an international cooperation organization, functioning primarily as:
• A forum for diplomatic dialogue and conflict resolution.
• A platform for trade negotiations and bilateral or multilateral agreements.
• A non-binding arbitrator in territorial disputes.
Each state retains full sovereignty over its territorial waters and may exercise jurisdiction within its legally recognized boundaries.
Membership Requirement
Any sovereign state that depends on, or possesses maritime territory in, the Heliocentric Sea is entitled to membership in the organization.
The OHSS is headquartered on International Neutral Island (I.N.I.).
