I'm not sure why we're waiting for this bill for all the votes, but not the one before it.
I'm not insulted, nor do I wish to insult the honorable Third Consul, but this is the kind of thing that might cause insult, if we don't have a clear set of rules by which we conduct Board business. Our future partners would naturally think, when procedure is followed inconsistently, that someone was abusing the process, or ignoring it, to rig favorable outcomes.
Avoiding that will be one of the major goals I have in writing the next piece of legislation, though to be honest, it's the kind of law I would like more input in the drafting process, versus a bill I can easily, quickly write on my own. I'd be deeply pleased if one or both of my fellow Consuls advised me, once I have the skeleton of the legislation ready.
You're right. I almost feel like a legislative proceedings act where perhaps we cap a voting period at 7 days or something would be a good idea? I simply ended it because we had a majority, and I felt like we were in a bit of a more relaxed early stage. Therefore I suppose I could do that now, but I just wanted to give the Third Consul a chance to vote publicly. That being said, I could just end it here? And we can later define the rules in law?
I suggest that the voting period ends when a proposal already has the necessary amount of votes (That is, when more votes would not change the outcome), or perhaps at 7 days. Would do you guys think? This would be consistent and efficient.
I agree to adopt some kind of voting period cap, for now. 7 days might be too long for such a small Board, but something in that neighborhood is proper.
How about 2 or 3 days? If we want to it to be flexible but concrete, I suggest that we set the minimum at 1 day of voting when the Board is two or fewer, and then add 1 more day of voting for every additional member added to the Board; that way, for the three of us it's a minimum 2 days of voting. Whereas if we got a 4th member region, it would be 3 days, and with a 5th member region, it would be 4 days, and so on.
This is not practical long-term—since the larger we get, the more a linear rule will hurt productivity—but as a fair rule to both keep business moving YET also allow all Boardmembers a reasonable chance at input, I think this should do the trick temporarily.
But at the very least, we should adopt the rule after this current vote finishes, OR before by the consent of all three of us.
Also, in this same temporarily rule adoption, we should require a majority of Boardmembers to be voting as quorum by the end of the voting period, for the motion to pass based on the current votecount. Otherwise, 1 Boardmember could simply unilaterally vote for something, and all absent members, not voting one way or the other, would have their non-votes uncounted.
While that's not usually how deliberative bodies operate, I don't want that Boardmember then arguing from vagueness that the questionable vote passed with 100% approval, since everyone else failed to participate.

Both of you have been granted the power to propose Embassies, so you know (We are all Consuls after all). Feel free to propose embassies with regions you believe may want to be part of the Compact or that would he good fits, or regions you believe we be good allies of the Compact as a whole.
My interpretation of the Charter is, the First Consul can manage the HQ region at the discretion and under the supervision of the Board; and therefore, we can probably go ahead and manage the HQ as desired unless the Board objects. Right now, we are the Board. Tell me if someone has an issue with this interpretation.
