We don't have a lot of active members right now since the region was closed and dead for quite some time. Those that are still active are active almost exclusively on discord, which is why we place a heavy focus on joining the discord server if it is possible for you. It's easier for many of us to respond quickly through there due to being busy with real life stuff. I'm the only person who recruits for this region to get new members and I cannot recruit all the time, so getting new people to join is a slow process.
Choosing a capital, a leader, and a religion is exclusive to your population. You should be able to see how many citizens you need to unlock each field in your settings page! Population growth is not affected by events or issues, it grows on its own slowly over time (I do not know the exact rate).
