Karma

The Misguidance

This is the formative document of the government of Karma. It is the primary doctrine of the Circles and will unify the region under its tenets.

Tenet 1

There are multiple paths to attaining truth and understanding. Each path is represented by a Circle. Each Circle is championed by a Sage.

1. The Sages are the Head of State of Karma and are entrusted with ceremonial powers such as:

   1. The establishment of Circles.

   2. Guidance of the region through advisory of the executive and legislative branches.
      

2. Circles are groups established by the Sages that act as the threshold of citizenship within the region.

   1. The number of Circles is equal to the number of Sages.

   2. A Sage must be a member of their own Circle. A Sage cannot hold membership in any Circle outside of their own.

      1. A Sage cannot have multiple circles.
         

   3. Should a Circle lose its Sage for any reason, the former Sage's Circle must either be dissolved or retained by another Sage.

   4. If a new Sage ascends, they must choose to either create a new Circle or take control of another Circle so long as:

      1. The Circle they are taking control of is freely given by its current Sage, or

      2. The Circle they are taking control of loses its Sage for any reason.
         

   5. Each Circle has certain processes as determined by the Sage in control of the circle.

      1. The aforementioned Sage may legally bind their Circle's processes by passing legislation through the Assembly of Circles if they should choose to do so.

      2. Amendments or repeals of Legislated Circle processes must also pass through the Assembly of Circles.
         

3. The Sages will be responsible for all internal decisions and procedures of The Sages. This includes, but is not limited to:

   1. Appointment and Dismissal of Sages, and

   2. Delegation of Sage duties and responsibilities of Head of State.
      

4. This Tenet may not be altered by any proposed legislation, executive order, or other amendatory function without the approval of the Sages.
   

Tenet 2

One must choose a Circle to begin their journey to truth and understanding. In doing so, one attains the power to act upon the world.

1. In joining a Circle, a member of Karma attains the right to

   1. Participate in the self-determined processes of that Circle.

   2. Vote on legislation presented to the Assembly of Circles.

   3. Run for public office.
      

2. Each Circle determines the process for applicants to join.

   1. Residence within the onsite region of Karma is mandatory to join a Circle.

      1. Encircled members must maintain residency within the onsite region of Karma.

      2. Encircled members who have failed to maintain residency will be granted a two week grace period to move a nation within the region after receiving a direct warning from a Sage or other entities deemed worthy by the Sages.
         

   2. Sages have the power to confirm or deny membership to a Circle once the joining process has been completed, though only for their respective Circle.

   3. Members of Circles may choose to leave their Circle and join another Circle but must complete the process to join the new Circle.

      1. Councilors may not leave their Circle for the duration of their term unless their Circle has dissolved. If this happens, the Sages should decide which Circles want to take in the Councilor with the following rules:

         1. If multiple Sages want to encircle the Councilor, the Councilor must decide which Circle they join.

         2. If no eligible Circle desires to take in the Councilor, their position will be left vacant.

         3. The Councilor cannot be transferred to a Circle that already has a Councilor.
            

      2. A Circle may have legislated processes approved by the Assembly of Circles which enforce additional stipulations for their departing Circle members which must be followed prior to joining a new Circle.
         

Tenet 3

United, the Circles work in Harmony. Those that have been chosen by their peers trail the path forward.

1. The Radial Council is the executive branch of the region.

   1. The Radial Council will have the responsibility of maintaining the goals and affairs of the region. They will care for all Circles, all residents of Karma, and all of Karma’s foreign interests.

   2. The Radial Council may organize and operate as it wishes, taking guidance from the Sages into account.

   3. The Radial Council will be comprised of one Meridian who will be elected into office by the Assembly of Circles and the Meridian's chosen Councilors.

   4. The Meridian may appoint Encircled to join the Radial Council and bestow all powers of the Radial Council on them. Only the Meridian may appoint new members to the Radial Council. Only the Meridian may remove Councilors from service in the Radial Council.

   5. Appointed Councilor terms will automatically end when a new Encircled enters the seat of the Meridian.
      

2. Elections to the Radial Council will begin on January 10, April 10, July 10, and October 10. The winner will be decided by instant runoff vote.

   1. Elections for The Radial Council will be run by The Sages.

   2. Each Circle may present candidates for election.

   3. Campaign periods will be a total of one week, with voting periods starting on the day after the campaign period has ended and lasting three days.

   4. At the end of the voting period, the candidate who has won the instant runoff vote will be elected as Meridian of the Radial Council.

   5. Any instance of a tie that affects which candidate is elected will be subject to a 48-hour Runoff Election in which votes may be cast again by all Circle members in order to determine the elected candidate.

   6. If the number of candidates for a given election is equal to or less than the number of available seats, the campaign and voting periods can be waived.

      1. In order to ensure these requirements are met campaign periods may only be waived after all Circles have declared whether or not any of their members will present as a candidate.

      2. If these periods are waived the end of the active government’s term and the start of the elected government’s term will be adjusted to match with the beginning and end of the altered election season.

         1. Unless otherwise specified by the Sages this does not affect the date at which the elected government’s term ends.

3. A Meridian may be recalled by their respective Circle or, in the case that their Circle is unwilling to recall them, may be impeached by the Assembly of Circles.

   1. The process for recall is determined by the Meridian's own Circle.

   2. If a Circle is unwilling to recall their Meridian, any Encircled may petition the Assembly of Circles for their removal in a vote led by the Speaker.

      1. A Councilor will be considered impeached and therefore removed from office with a two thirds majority vote of the Assembly of Circles.

      2. Members of their own Circle may not vote and will not be counted toward calculations for a two thirds majority.

   3. A Councilor who is impeached will be immediately replaced by emergency appointment of the Sages. An Emergency Appointed Councilor will retain all of the legal rights and responsibilities of the Meridian which they have replaced.

      1. Encircled will be given a courtesy period of 48 hours to present their names for consideration to replace the impeached Councilor.

      2. Only Encircled who have volunteered will be considered for emergency appointment.
         

4. The Radial Council may issue Executive Orders pertaining to their duties as the executive branch of Karma.

   1. Executive Orders may be used to establish sub departments of the Radial Council that enlist the aid of residents to carry out the tasks and responsibilities of the Radial Council.

   2. Executive Orders may be used to establish policy as it pertains to the function of the Radial Council, and only the Radial Council, within the legal boundaries as defined by The Misguidance and legal codex of Karma.

   3. Executive Orders may be issued by the Radial Council provided a majority of the Councilors approve the issuance.

   4. Executive Orders may be terminated by the Radial Council provided a majority of Councilors approve of the termination.

   5. The Radial Council must keep a historical record of all Executive Orders that have been issued and must clearly distinguish between Executive Orders that are active and those that have been terminated.

      1. This record should be easily accessible and available for consultation by members of Karma.
         

Tenet 4

Freedom of choice is the confirmation of self-determination. There is no decision without the assent of the individual.

1. The Assembly of Circles will be the general assembly body for the region and will preside over all legislative matters.

   1. Proposals may be submitted to the Assembly of Circles for consideration.

   2. To be qualified for consideration, proposals must not violate any existing laws or amendments.

   3. Proposals will have a minimum 48-hour discussion period followed by a maximum 72-hour voting period.

   4. Proposals may be withdrawn before the voting period concludes or amended prior to the voting period by the author(s) of the bill.

   5. Qualified proposals must be made publicly available for Karma's residents to view and provide input during the discussion period.

   6. A proposal will pass and be enacted as law if it goes through the aforementioned process and receives a majority vote from the Assembly of Circles.
      

2. The Speaker of the Assembly will ensure the process of the Assembly of Circles is adhered to.

   1. The Speaker of the Assembly is responsible for presiding over the Assembly of Circles, moderating the Assembly Floor, opening and closing discussion and voting periods, as well as maintaining the legal codex of Karma.

   2. The Speaker is responsible for ensuring only qualified proposals are put through a formal discussion and voting period.

   3. The Speaker of the Assembly shall act as the Assembly's parliamentarian, providing resolutions to procedural disputes within the Assembly. Challenges may still be brought forth to and overridden by the Judiciary.

3. The Speaker of the Assembly will be elected by a majority vote of the Assembly of Circles for a term of 3 months, coinciding with the election of the Radial Council.

   1. Elections for The Speaker of the Assembly will be run by the Sages.

   2. Any member of any Circle may declare candidacy for Speaker of the Assembly.

   3. The Speaker of the Assembly cannot simultaneously hold the position of Councilor.

   4. Any instance of a tie that affects which candidate is elected will be subject to a 48-hour Runoff Election in which votes may be cast again by all Circle members in order to determine the elected candidate.

   5. If the number of candidates for a given election is equal to or less than the number of available seats, the campaign and voting periods can be waived.

      1. In order to ensure these requirements are met campaign periods may only be waived after all Circles have declared whether or not any of their members will present as a candidate.

      2. If these periods are waived the end of the active Speaker’s term and the start of the elected Speaker’s term will be adjusted to match with the beginning and end of the altered election season.

         1. Unless otherwise specified by the Sages this does not affect the date at which the elected Speaker’s term ends.

4. The Speaker of the Assembly may appoint a Deputy Speaker of the Assembly to act in their name, either in the Speaker’s absence or alongside them.

   1. The Deputy Speaker of the Assembly will have all the powers and rights necessary to act as the Speaker of the Assembly

   2. The Speaker of the Assembly may dismiss their Deputy Speaker of the Assembly at any time.

   3. When the Speaker of the Assembly leaves or is removed from office so too shall their Deputy Speaker of the Assembly
      

5. The Speaker of the Assembly may be removed by one of two ways:

   1. The Speaker may be recalled by their own Circle.

      1. The process for recall and replacement is determined by the Circle that has initiated the recall.

      2. The start of this process must be announced to the assembly.
         

   2. The Speaker may be impeached by the Encircled population of Karma, by vote of ⅔ majority in the Assembly.

      1. This process will be overseen by the Council of Sages, and not by the Speaker themselves.

      2. For this impeachment process to happen it is required that a group composed of at least one person from each Circle, excluding the Circle the Speaker is a part of, requests to the Council of Sages that this process be initiated. The Council of Sages may not reject this request if all legal requirements are met.

      3. Should an impeachment attempt fail, another one cannot be raised by the exact same group of people until the end of the current term.

      4. Should a Speaker be impeached, they may not be put up as Speaker by their Circle via the recall process unless they have been reelected after their impeachment. This process repeats for every impeachment in the case of repeated cases.
         

   3. If any of the two previous processes are started, then the other may not be started until the active process is finished.

      1. Should both processes be started at the same time, priority will be given to the impeachment process laid out above, nullifying the recalling process.

      2. In case of a recall, the newly selected Speaker may not be impeached for the actions of the recalled Speaker.

      3. Either of these processes must be finalized at most within one week of being initiated.
         

   4. Should the Speaker be removed by the impeachment process a special election shall be held to elect a new Speaker, this election is to follow the same rules as a regular election would, with the exception of having to coincide with the regular election cycle.

      1. This Special Election shall start within the two days following the removal of the Speaker, except if they are within two weeks of the regular elections, in which case the next Speaker will be elected via the regular election.

      2. The new Speaker’s term will end with the arrival of the closest regular election cycle.

      3. The Speaker that was impeached may not run in either the Special Elections resulting from their removal, or the regular elections for the term following their removal.
         

Tenet 5

The journey is beset by trials and temptations. Those who have lost their footing may seek the guidance of the Sage.

1. The Sages are responsible for Judiciary duties in Karma.

   1. Legal discrepancies, disputes, and questions may be submitted to the Sages for resolution.

   2. The Sages must maintain an archive of all judiciary rulings.
      

2. The Sages are responsible for the arbitration of criminal code violations.

   1. Accusations of legal violations may be submitted to the Sages.

   2. The Sages will hear both the accusation and the defense against the accusation, observe all evidence submitted by both parties and come to a decision on the guilt of the accused and the punishment applicable if determined guilty.

   3. Appeals may be granted by the Sages in the light of new evidence that suggests a verdict was incorrect. Appeals may be submitted to the Sages but must be accompanied by new evidence.

   4. The Sages may choose to pardon a convicted party and forgo the typical punishment process and stipulations of any and all policies that may otherwise affect the convicted party.

      1. A pardon may be granted by the Sages at any time. A pardon immediately negates any punishment the convicted party is serving.

      2. If a convicted party is granted a pardon by the Sages, conviction records will be updated to show both the original ruling of the Sages and that a pardon was granted.

      3. If a convicted party is found guilty for a 2nd time within 6 months of being granted a pardon, they may not be pardoned again and must serve out the full sentence as issued by the Sages in the subsequent conviction.

      3. If a convicted party is found guilty for a 2nd time within 6 months of being granted a pardon, they may not be pardoned again and must serve out the full sentence as issued by the Sages in the subsequent conviction.
         

3. This Tenet may not be altered by any proposed legislation, executive order, or other amendatory function without the approval of the Sages.
