Decided to park a few here after all.
My other projects are slowing my ability to shuffle my puppets around the game.
No idea why anyone would send a recruiting message to a puppet storage region. I am only interested in another region if I can have it.
Still working on filling out my regions named after nation's capitals.
Just moving the last few nations from this region now. Those that will remain are assigned to this region (7 puppets and founder). The rest are being moved to Purgatory (my puppet pool is used to populate all of my other regions).
