As the morning sun breaks overhead, a boy walks out from the cave in the hillside, Surat Dhani province, about 70 miles northwest of Ordinia.

After a relentless night of howling wind and sheets of rain, he looks out over the vista to see a scene he will never forget: His whole village - every home, every shed, every dock - flattened, torn apart and in shambles. Branches, wood, and bamboo strewn across the landscape. Rice crop, ruined. Fishing boats, sunk.

It’s all gone.

“Our nation has awoken today to unprecedented devastation. Cyclone Terrence has done nothing short of lay waste to the northwest coastal provinces, and caused severe damage to our nation’s capital. Our neighbors in Casterly Rock are similarly dealing with catastrophe, though fate spared them the worst of the damage, which I wish I could say was true for us.

I am told the storm slowed greatly during its run-up to the coast, subjecting our citizens to hours of extreme, unrelenting wind damage and surge. It continues over the mainland in a weakened form even now, pumping unbelievable amounts of rainfall, flooding our low-lying valleys, destroying homes and farms. Thousands are missing, thousands did not survive.

The scale of the damage is unfathomable, the scale of loss unimaginable. So in return our will must be unbreakable. Our response, uncompromising. Or sacrifice, unparalleled.

I have, of course, put forth the entire might of our military and civil services to focus on one thing - search and rescue, saving lives, and stabilizing the situation. This means getting people fed, housed, getting clean clothes out, and more.

My people are survivors. We have done so much with so little before that we can do anything with nothing today. To those who have lost their loved ones, however, I have no words which will give you solace, only a resolute promise to spare no expense, no effort, to fortify this country against this tragedy ever wreaking havoc to this scale again.”

Emperor Chastain has ordered the initial supply and relief ships stationed at Tarkinnia to depart for the affected region to drop initial food supplies and medical care, coordinating with local leadership, until more departures from the mainland, if needed, and local efforts can be reinforced

While outside the walls of the Royal Palace the entire Ordinatian state apparatus concerns itself with tending to the injured, housing, the homeless, and picking up the rubble, three gentlemen make their way to the Royal Office, boots clacking on the tile floors underneath.

In their hands lay hundreds of pages of documents - meteorological data, construction diagrams, maps, and much more.

“Come on in Gentlemen” says the King. “Have a seat.”

He motions to the lead scientist to begin to speak.

”Sir, we have over 4,000 souls confirmed dead and another 10,000 missing. We have spent all week, day and night gathering this information for you and we think we have the foundation of what you asked for.

In here, you will see our proposal for a universal building code for rebuilt structures, a comprehensive evacuation transport plan, and an emergency services coordination system. We call it Code T.”

The King leafs through, and then starts to dig in.

”I will send for you gentlemen when I have completed my review. Congratulations you you fine men, you may have just made history in this country.”
